Transportation Routes for Central Nassau County
Recommendation
1:
Expanded Geographic Scope of the MIS
The Nassau Hub Citizens Advisory Committee recommends that the
geographic scope of the MIS be expanded beyond the 3 square mile
area now called the Hub. We recommend that the study not regard
the Hub as an economic island apart from the economies of the
rest of Nassau and Long Island, instead we urge analysis of the
traffic congestion problems and potential transit solutions to
be applied to all of Nassau.

The Nassau Hub Citizens Advisory Committee recommends
that the MIS analyze the increased mobility for County residents
and the reduced traffic congestion to be achieved...
Recommendation 2:
Expanded Bus Service
...by expanding the bus services provided in Nassau County. Expansion
should include new routes, re-evaluation of discontinued routes,
more direct routes, modification of routes to better connect people
to places of employment, more frequent service on existing routes,
service later into the night, service earlier in the morning,
improved operational efficiencies, and increased use of transit
and communications technologies.
Recommendation 3:
Light Rail scenario
...by constructing a street-level light rail train/transit system
for Nassau.
Recommendation 4:
Street Car or Trolley Car scenario
...by constructing a street-level trolley car system for Nassau.
Recommendation 5:
Automated Guideway Transit scenario
...by constructing an automated and elevated guideway rapid transit
system including: personal rapid transit (PRT) and monorails for
Nassau.
Recommendation 6:
Options under consideration or in use elsewhere
...by implementing the one of the transit technologies, or a combination
of more than one of the transit technologies, either in use or
under consideration for use in Miami, Florida; Los Vegas, Nevada;
San Diego, California; Denver, Colorado; Portland, Oregon; Baltimore,
Maryland; Morgantown, West Virginia; Bergen County NJ; Columbus
Ohio; and the JFK airport.
Recommendation 7:
Comprehensive, Coordinated, & Integrated solutions
...by better coordinating and integrating existing transit services
or by coordinating and integrating existing transit services with
any proposed new transit system creating a comprehensive solution.
Examples of services that might be added to enhance coordination
include jitney--station access buses, increase reverse LIRR
service, park and rides, bike routes, and demand-based systems.
Recommendation 8:
Transit Attributes
The Nassau Hub Citizens Advisory Committee recommends that the
MIS analyze the increased mobility for County residents and the
reduced traffic congestion to be achieved by constructing a new
transit system that satisfies most or all of the following criteria,
or manifests the following attributes:
- is
environmentally friendly;
- can
get people to work and serve commuters; provides frequent runs
with short waits;
- is
user friendly, is convenient, safe, clean, and easy to use;
- operates
in close proximity to its environment, not requiring a large
right-of-way or extensive clearing;
- is
all-weather-capable;
- is
attractive, unobtrusive to the community;
- is
quiet, for both riders and surrounding communities;
- is
affordable for riders;
- provides
a reasonably speedy alternative to autos;
- is
accessible to neighborhoods, by foot or bike;
- and
is coordinated with existing rail, bus, and auto systems.

Land Use Recomendations
Resolution:
BE IT
RESOLVED, that the undersigned citizen organizations and Town
residents hereby call upon the Town of Hempstead to adopt a policy
instituting a moratorium on all variances, special use permits,
and changes in zone for all proposed structures and improvements
involving 20,000 square feet or more in the unincorporated portion
of area defined as the Nassau Hub (border by Old Country Road
to the north, Hempstead Turnpike to the south, Eisenhower Park
to the East, and Clinton Road to the West); and further,
BE IT
RESOLVED, that said moratorium shall remain in place until the
town initiates and completes a community visioning process where
members of the community are invited to engage in an intensive
review of the needs of the Town and the interdependent nature
of the economies and quality of life interests of the communities
that comprise or are neighboring the Hub, the locations in the
Town which are available for development or redevelopment, and
the full range of options for the types and designs of possible
development; and further,
BE IT
RESOLVED, that said community visioning process, after considering
all possibilities and working closely with the federally funded
Major Investment Study (MIS) planned for the Nassau Hub area,
and shall identify solutions to the Town's increasing traffic
congestion problem; and further.
BE IT
RESOLVED, that said community visioning process, shall weigh the
region's need for economic growth with the need for environmental
protection and shall develop smart growth principles that are
applicable to the Town, methods for improving the availability
of legal, affordable housing, and ways to revitalize downtowns.
Adopted
unanimously by the Development Sub-Committee February 23rd, 2000,
and adopted unanimously by the full Nassau HUB Citizens Advisory
Committee, at the April 26th, 2000 meeting.
